If you have a master card, can you take out a cash advance.?

please read before you answer, I posted this once and everyone thought that i wanted to go to a check cashing cash advance place and get money, that is not what i am asking!!!

I have a credit card from CITI financial…It is a master card.

I want to know if i can call CITI financial creditcard services and ask them if there is some way to get a cash advance from my credit line on the card? do you see what i mean?

I want to buy a car, but it is private seller, so i need CASH TO DO IT…will the credit card company or citi bank let me have a cash advance using my credit line on the card.

for example: if i had a credit card with a thousand dollar limit

and i wanted to buy a car cash for $500 can i call the bank where my card is distributed and ask them if i can have cash or get a cash advance through them thus making the balance on my card 500 dollars?
