Can an employer refuse requests for vacation and refuse to cash vacation hours? In California.?

Hello. My friend recently set for one day leave on vacation. The application was rejected and he said they were too busy to allow him to go on vacation. When he was informed that he was asked if he could withstand hours of vacation because he would not be able to take a trip this year. They told he was not authorized to do so. Every company I work for has made this possible. He has not maxed out their hours more and not to lose more. Is it legal in the state of California?

This seems fishy. I suggest looking for another job.
